Abstract The present Law implements the Federal Act of 4 October 2002 on population protection and civil protection. Article 1 establishes that within the framework of population protection and civil protection the present Law provides for the: a) division of responsibilities between the Canton, municipalities and partner organizations (Police, Fire Brigade, Health Service, technical facilities, civil protection); b) organization and financing; c) rights and obligations of interest parties. Special regulations in the decrees of the Canton are reserved for the partner organizations.
