The Ordinance applies to ports in Mecklenburg-Vorpommern, as well as to estuaries and port entrances as far as those are not federal waterways. Article 2 contains the definition of certain terms, such as, “hazardous goods”, “transportation”, “vehicles”. The text, consisting of 19 articles, deals with the following aspects: Sphere of application, competence, validity of national and international provisions, powers of port authorities and water protection police, principles for behaviour in ports, protection against fire, safety rules, facilities for transhipment, duty to notify and penalties.
