Waters, together with aquatic animals and plants, are parts of the natural environment and as such the living basis of human society. Quality and diversity of waters are indispensable conditions for the development, conservation and use of fish stocks to be replenished in their complete diversity. An efficient fishery must pursue on one hand the conservation of a balanced natural environment of waters both in towns and in the countryside being part of the cultural heritage, and, on the other hand, promote recreational activities.
