Abstract This Federal Law regulates relations originating from licensing of some activities. It shall not be applicable to the use of nuclear energy, manufacturing and trade of ethyl alcohol and liquors. . The Act consists of 3 Sections divided into 23 articles: (1) general provisions; (2) organization and realization of licensing; and (3) conclusive provisions. Licensing shall be carried out so as to prevent damages to human life and health, environment and cultural heritage by legal and natural persons engaged in some activities. Licensing of specified activities for other purposes shall be prohibited. Basic principles of licensing shall include: (a) established of licensed activities in accordance with federal legislation; (b) establishment of uniform licensing procedure; (c) establishment of numerous clauses of licensing terms and conditions; (d) transparency; and (e) compliance with law in the process of licensing. The competence of the Government shall include validation of the standard form of licences. Licences shall be issued separately for each type of activity and shall be open-ended. The following activities shall be subject to licensing: (a) manufacturing, testing and repair of firearms for civilian uses; (b) animal infection diseases and GMOs; (c) navigation; (d) waste management and waste disposal; (e) geodetic and mapping activity; (f) mining and (g) conservation of cultural heritage. Manufacturing of medicines, including veterinary drugs, shall require issuance of licence. It establishes licensing procedure and lists the documentation required for issuance of a licence.
