The Federal Law enters into force from the date of its official publication.
Abstract

The purpose of this Federal Law is to regulate the relationship in the field of environment, environmental protection, and ecological security arising from genetic engineering activity. The modalities of realisation of genetic engineering as regards human race, human tissues and cells, except for genetic diagnostics and genetic therapy, are not pertaining to the sphere of application of this Law. This Federal Law consists of 14 articles. Article 1 establishes the sphere of application of this Law. Article 2 lays down the general provisions. Article 3 determines the Legislative Acts that regulate the sphere of genetic engineering. Article 4 establishes the targets of the state regulation in the sphere of genetic engineering. Article 5 lays down the main directions of the state regulation in the field of genetic engineering. Article 6 specifies the types of genetic engineering subject to licensing. Article 7 determines security standards in the field of genetic engineering. Article 8 establishes the requirements for the personnel employed in the sphere of genetic engineering. Article 9 establishes the modalities of financing genetic engineering and security measures for its realisation. Article 10 guarantees general access to the information systems regarding security standards of genetic engineering. Article 11 regards standardization and certification of produce and services in the sphere of genetic engineering. Article 12 establishes liability for infringement of the Russian Legislation in the field of genetic engineering. Article 13 regards international cooperation in the sphere of genetic engineering. Article 14 establishes the modalities of entering into force of this Law.
