Where a product to which these Regulations apply weighs less than 20 grams per unit and is packed in an outer package, the particulars required by paragraph 5 of article 7 (inserted by article 1.3 of Council Directive) of the Directive need appear on the outer packaging only, except for the designation under which the product is sold required by paragraph 2 (a) of the said article 7.
