In particular, the Regulations provide for the composition, organization, competences and proceedings of review panels. Section 5 establishes that the Administrator must publish notice of a referral of an environmental-assessment report to a review panel under clause 38(1) (b) or (c) of the Act in the manner provided in Section 29 of the Environmental Assessment Regulations and invite the public to provide written comments to the Administrator within the 48 days following the date the notice is published.
