This Regional Law enters into force on the date of its official publication.
Abstract

The scope of this Ecological Code shall be to ensure environmental protection, rational management of natural resources and environmental security as mandatory condition for sustainable economic and social development of the region. Objects of environmental protection shall be: (a) land, soil, subsoil; (b) surface water and groundwater; (c) forests, flora and fauna and genetic fund thereof; (d) atmospheric air, ozone layer and outer space. Intact ecosystems, natural landscapes and natural complexes shall be subject to priority protection. Each citizen shall be granted the right to clean and healthy environment. Citizens shall have the duty to protect natural environment and comply with legislative requirements in the sphere of environmental protection. Environmental audit at the regional level shall be performed on voluntary basis.
