The State Agricultural Control Authority shall supervise the carrying into effect of provisions regarding plant protection substances and other substances that fall within the application sphere of the Plant Protection Substances Act. The State Pollution Control Agency shall be responsible for supervision of the carrying into effect of provisions regarding all other substances covered by the present Decree. The Decree further provides with respect to appeal against decisions made under this Decree and offences.
