Abstract This Decree, consisting of 8 Chapters, regulates the State Water Policy. The Water Policy includes hydrographical basins management units to plan and manage this sector, which will consider the specific indicators related to the physical, socio-cultural, economic and political patterns in order to: orientate planning, structuring and creation of Hydrographical Basin Committees; to finance the designing of State Plan for Water Resources, Directive Plans of Hydrographical Basin Water Resources, Development programmes and other Regional research; with a decentralized management of these resources.
