Abstract

These Rules, made under the Crop Production and Livestock Act, provide for licensing of mills or other processing plants for the purpose of the production of sugar or sugar juice (“sugar factory”). Licenses for the operation of a sugar factory shall be granted by the Minister in the form as set out in the Schedule to these Rules. The Minister may attach conditions to a licence. The Minister may refuse to grant or renew a licence if: (a) sufficient number of factories already exists in a particular area; (b) the applicant has not conducted the factory according to the provisions of the Public Health Act and the Factories Act, or any rules made under either of those Acts or any rules made thereunder; (c) the Minister holds that there is another reason to refuse in the interest of the sugar industry. No person shall operate a factory except under and in accordance with the terms and conditions of a licence. The Minister shall keep control on sugar factory operations and may suspend or revoke a licence. All sugar produced in a licensed sugar factory shall, if the Minister so requires, be sold to an appointed agent.
