They apply to the registration areas (as defined in these Regulations) of the commons registration authorities in England specified in Schedule 1. Registers shall be kept by commons registration authorities. The Regulations concern, among other things, applications and proposals to amend the registers, including provision for the holding of public inquiries in appropriate cases. The Regulations also allows the owners of land to which a right of common is attached to apply to enter in the register a declaration of entitlement of their right.
