Regulation Zone (hereinafter referred to as the CRZ) shall be classified as areas of these stretches (islands of Andaman and Nicobar, Lakshadweep and the marine areas surrounding them are excluded) where activities causing environmental risk may occur (pollution, sea level rise due to global warming, waste, flood etc.) and – as a consequence - shall be restricted as and controlled by the Central Government. The CRZ classified areas shall be controlled from the establishing of any operations or processes related to hazardous substances as specified in the Hazardous Substances (Handling, Management and Transboundary Movement) Rules, 2009. It is prohibited to setting up and expanding new industries, manufacture or handling oil storage or disposal of hazardous substance, setting up and expanding fish processing units including warehousing (except hatchery), land reclamation or disturbing the natural course of seawater, setting up and expanding units of waste or/and discharge of untreated waste and effluents from industries, construction debris, industrial solid wastes, port and harbour projects in highly eroding stretches of the coast (except projects classified as strategic and defence-related in accordance to EIA notification, 2006), mining of sand, rocks and other sub-strata materials. Classification of the CRZ area: CRZ-I (art. 7) – for the purpose of conserving and protecting the coastal ecologically sensitive area (national parks, sea biodiversity, marine flora and fauna, etc.). CRZ-II (developing area which already provides water supply and sewage). CRZ-III (included in the first two CRZ areas) including coastal zone rural areas. CRZ-IV including sea water area influenced by tides. The coastal States and Union Territory will prepare within a period of twenty four months from the date of issue of this Notification a 1:25 000 scale map identifying and classifying the CRZ areas within the respective territories in accordance with the guidelines given in Annex I. This will be submitted to the State Government for appraisal, compliance and eventual implementation and enforcement.
