General powers and duties of the Commissioners are described in section 8. Certain powers lie in last instance with the Minister such as the assessment of water rates or the combination of plantations and the variation of the acreage of plantation for the purposes of this Act. Commissioners shall also make provision for navigation on the river (sect. 11). Three Commissioners shall be elected by the Extraordinary Meeting of Proprietors and one shall be appointed by the Minister (sects. 4 and 16).
