Abstract

These Regulations revoke and re-enact provisions formerly contained in various Regulations relating to residues of hormonal substances in meat and meat products. In addition the Regulations contain various new provisions prohibiting the presence in food and food sources of unlicensed substances in which maximum residue limits are specified. These Regulations: (a) specify maximum residue limits of transmissible substances in Schedule 1; (b) prohibit the administration of substances already covered by previous legislation set out in Regulation 3 and prohibit the administration to an animal of an unlicensed substance (Reg. 4); (c) prohibit the sale and supply for slaughter of animals for human consumption to which an unlicensed or prohibited substance is administered or to which a concentration of substance is administered exceeding the maximum residue limit or for which the withdrawal period has not yet expired (Reg. 5); (d) prohibit the sale of meat which contains prohibited or unlicensed substances or a concentration of substances which exceeds the maximum residue limit (Reg. 6); (e) make provision for primary analysis of samples taken from animals, meat and meat products (Regs. 7-9); (f) empower officers of an enforcement authority to order detention of a suspected animal (Reg. 13) and to prohibit any commercial operations with suspected animals (Reg. 14); (g) require enforcement officers to give notice to the owner of the order to slaughter or prohibiting the slaughter of a suspected animal (Reg. 15); (h) prohibit the sale of animals which have been compulsorily slaughtered; (i) provide for various other powers of enforcement officers. "Transmissible substance" is defined in Regulation 2 as "any substance having a pharmacological action or any conversion product thereof or any other substance which if transmitted to meat would be likely to be dangerous to human health.
