Abstract This Act, which is composed of 19 articles and three Annexes, lays down: (a) obligations of legal entities and natural persons involved in the handling of substances that contribute to the depletion of the ozone layer; (b) details on issuing certificates of proficiency and competence of persons on the issue of expertise; (c) method of dealing with controlled substances; (d) the competence of state administration; (e) liability for violation of the obligations established by this Act.
