It states the qualifications of the members, the legal status of the Committee, the functions, duties and powers of the different organs and its rules of procedure. The Committee shall exercise its powers in the following areas: (a) education and culture; (b) health and population; (c) agriculture and irrigation; (d) forests, environment and energy; (e) drinking water; (f) transport and construction; (g) industry and tourism. Within the said areas the Village Development Committee shall, inter alia, undertake educational, environmental and sanitation programs, make arrangements for improved cultivation, animal husbandry, horticulture, fish farming, pure drinking water, etc., undertake afforestation programs, promote industry and tourism. Furthermore, the Act regulates the formulation of plans, the study of the feasibility of projects, the selection and classification of projects, and the procedure of implementation. The Village Development Committee shall have a fund of its own, comprising the amounts listed in article 20 (2). The Committee shall also impose taxes and fees as established in article 31 and shall exercise judicial powers relating to complaints and compromise. Texte intégral Anglais
