Résumé

These Regulations implement, for England, Wales and Northern Ireland, Directive 2004/17/EC of the European Parliament and Council coordinating the procurement procedures of entities operating in the water, energy, transport and postal services sectors. The Regulations specify the procedures to be followed in relation to the award of supply contracts, works contracts and services contracts by utilities for the purpose of carrying out activities in public sectors such as water supply and energy production and distribution. The Regulations apply to award of contracts for the provision or operation of a fixed network which provides or will provide a service to the public in connection with the production, transport or distribution of drinking water or the disposal or treatment of sewage by a company holding an appointment as a water undertaker or a sewerage undertaker under the Water Industry Act 1991.
