Part 2 concerns development, approval, obligations and implementation of marine safety strategies. Part 4 sets general obligations and standards and Part 5 covers registration, licensing, permits and accreditation. Part 6 is dedicated to pilotage areas, Part 7 to harbour masters and Part 8 to pilots. Parts 9 provides for aids to navigation, Part 11 is dedicated to marine incidents, defines what they are and prescribe reporting obligations on incidents. Part 12 concerns the Board of Inquiry, that must inquire into the circumstances and probable causes of the relevant marine incident. Part 13 concerns shipping inspectors, their appointment, functions and powers, while Part 14 cover orderly controls over ships and general manager's powers of direction.
