Such licences shall be within the limit of the total quota tea issued to the holders of planting licences and allocated and notified to a holder of a manufacturing licence. An export licence shall be in form A in the Schedule. Every holder of a manufacturing licence shall sell through auction sales 20 per cent of the total quantity of each grade of tea manufactured by him or her.
