No sludge shall be used in agriculture unless it is treated in accordance with these Regulations (reg. 3). The Department of Environment Protection, being the Competent Authority for the purposes of these Regulations, shall ensure that sludge shall be tested in accordance with Schedule 1, whereas the Director of Agriculture shall be responsible for testing of soil on agricultural land (defined in reg. 2) in accordance with Schedule 2. Any person using sludge on agricultural land shall do so in accordance with the table contained in regulation 4. This table prescribes advanced or conventional treatment of sludge according to the cultivation of type land for which it is used. The two ways of treatment are described in Annex I to these Regulations. Every sludge producer shall establish and maintain a register regarding sludge production and supply pursuant to regulation 6.
