Résumé This Regulation, of 13 Sections, gives definitions and makes provisions for the importation of seeds to Israel. Section (1) gives definitions. Section (2) and (3) deal with seeds importing licenses; a license will not be granted if the seeds species, for which the license is requested, is not included in the Allowed Species List. Section (4) provides for inspections to shipments upon arrival. A shipment shall be taken out of the port authority if: (a) a sample has been taken upon departure, (b) the shipment is accompanied by an I.S.T.A Orange Certificate compiled by a laboratory approved by the International Seed Testing Association. For seeds imported from the U.S.A the shipment must be accompanied by a certificate from the Federal Agriculture Bureau. The aforementioned inspections shall not be operated on shipments less than 25 kg per species for vegetable seeds and 250 kg per species for field crops. In case of certification lack, seeds will be inspected by an official laboratory. Section (5) provides further conditions for importation of lettuce, cucumber and tomato seeds. Section (6) deals with seed cleaning and disinfection. If seeds have not reached importation requirements upon arrival, the director of the Seeds and Plant Inspection Service can order the cleaning and disinfection of the seeds again in order to reach importation requirements. Section (7) prohibits the entry of unqualified seeds into the State of Israel. Section (8) provides for labeling conditions. Section (8) provide for incidence restrictions. This regulation shall not apply for the importation of fruit tree seeds, fruitless and forest trees seeds. Sections (1) and (3) shall not apply for the importation flower and ornamental plants seeds. Section (10) provides for exemptions from these rules. The director of the Seeds and Plant Inspection Service can authorize to exempt the importation of some species from this regulation for research purposes.
