This Resolution enters into force on 23 September 2003.
Résumé

This Resolution is composed of 24 articles and 9 Annexes. Importation and trade of pesticides before their registration at the Ministry of Agriculture and Land Reclamation is prohibited (art. 1). Requirements, rules and conditions necessary for the registration of pesticides are those issued by the Environment Protection Agency of USA, the European Union, FAO and WHO (art. 2). Requirements for the registration of pesticides are to be in accordance with the Rule “Me Too” (art. 5). The Recommendation and Pesticides Registration Committee will prepare a special register for pesticides (art. 6). Pesticides must be prepared in an authorized factory (art. 9). Packages used for pesticides must be sealed and resistant to storage and transport (art. 10). The Agricultural Epidemic Fighting Engineer responsible for the pesticides control will carry out the inspection on the production and trade of pesticides (art. 14). The Control Department of the Central Laboratory will carry out sampling of pesticides (art. 15). Requirements for the registration of pesticides are set out in Annex 1. Annex 2 contains the Pesticide Registration Certificate. Application for the authorization to import pesticides is given in Annex 3. Application for licences or renewal of licences for pesticides' factories is dealt with in Annex 4. Methods for the control of pesticide's package quality are outlined in Annex 5. Annex 6 contains the application for trade in pesticides. Sampling methods for analysis are outlined in Annex 7.
