These Regulations enter into force on 23 May 2001.
Résumé

These Regulations are formulated for the purposes of strengthening the administration of agricultural genetically modified organisms safety, safeguarding the health of human bodies and the safety of animals, plants and microorganisms, protecting the ecological environment, and promoting the research into technologies of agricultural genetically modified organisms. The State Council shall set up an inter-ministerial joint meeting system for the safety management of agricultural genetically modified organisms (GMO). The inter-ministerial joint meeting on the safety management of agricultural GMOs is composed of heads of relevant departments of agriculture, science and technology, environmental protection, health, foreign trade, inspection and quarantine, etc., and is responsible for researching and coordinating major issues in the safety management of agricultural GMOs.(Chapter II). A production license shall be obtained from the competent agricultural administrative department for the production of genetically modified seeds, breeding livestock and poultry, or aquatic fry and seeds, etc.(Chapter III). Chapter IV establishes conditions for obtaining a marketing license. Agricultural GMO shall be clearly labelled when sold and they shall indicate the names of the main raw materials containing GMO ingredients. Any company who exports to the People's Republic of China genetically modified organisms shall make an application to the competent agricultural administrative department to obtain a safety certificate of agricultural GMO (Chapter V). Chapter VI describes the duties of inspection and supervision and functions of the agricultural administrative department. The remaining part of these Regulations consist of penalty provisions.
