Résumé This Regulation, as in accordance with the provisions of the Croatian Law on energy efficiency, determines the obligation to manage energy and water consumption, consumption analysis, the method of reporting on energy and water consumption and the methodology of systematic energy management in the public sector. The energy management system is a set of interconnected and operating elements of the plan in which goals of increasing energy efficiency and strategies for its realization are also determined. Goals of systematic energy management are to: determine the consumption of energy and water; determine the place, manner and amount of consumption in buildings or parts of public sector buildings and public lighting; reduce energy and water consumption and financial expenditures for energy and water; reduce the harmful impact on the environment through the application of energy efficiency measures.
