They govern the preparation of plans and environmental assessments and serve to institutionalize the participation of communities in forest management through the requirement of a social agreement. No person shall fell a tree under any Forest Resources License until the FDA certifies that the Holder has completed all Major Pre-Felling Operations (i.e. preparation of an environmental impact assessment and execution of a social agreement (and, for Forest Management Contracts, preparation of a forest management plan). The holder of a Forest Resources License shall negotiate one or more social agreements for the benefit of all affected communities with respect to the area to be logged under the Forest Resources License.
