In particular, the construction of a ship requires a permission of the ports’ authorities. Only vessels with authorization may enter or depart a harbour. Every port should have a number of guides to help with arrivals and departures of vessels from the port. No ship’s crew may leave the ship without the permission of the Health and Quarantines Officers. Any violations of this Regulation shall be punished by fine or imprisonment.
