The text of the Regulation is divided into 17 articles, Additional, Transitional and Final Provisions and one Annex. The Regulation defines coastal marine water areas and the use of water therein. The Sanitary Protection Zones (SPZ) in such regions are also considered and so are their boundaries. Further provisions regulate accidental pollution of these waters. Accredited laboratories are appointed to deal with the setting up of the indicators and standards. Final articles regulate the issuance of permits. The Regulation provides also for the appointment of the Black Sea Basin Region's Director who shall be in charge of elaborating the Programme for the protection and restoration of coastal marine water quality as an integral part of the Black Sea Basin Management Plan.
