It applies to the keeping and use of mammals, birds, reptiles, amphibians, fish, crustaceans, and cephalopods in circuses, zoos, and in temporary exhibitions. The animals listed in Annex 1 can be exhibited in zoos and at temporary exhibitions without specific permission, notwithstanding the reporting obligations of chapter 3. Zoos can apply to the Norwegian Food Safety Authority for permission/authorization to exhibit species other than those listed in Annex 1. Circuses that intend to exhibit animals must apply for and obtain permission from the Norwegian Food Safety Authority. The Regulation prohibits exhibitions of animals in activities that entail unnecessary stress and strain on the animals, including: fights between animals and between humans and animals; falconry; and rodeos. Other provisions lay down rules concerning the training of animals and carrying out of exhibitions; living environment, supervision and care; requirements on the place where animals are kept; and animal health in zoos.
