Résumé This Regional Law establishes the following objectives: (a) involvement of agricultural land in turnover; (b) rational land-use planning and tenure of agricultural land; and (c) involvement of regional residents in agricultural production. Agricultural land out of stock of public and municipal land pertaining to public ownership or with undefined ownership can be allotted free of charge in ownership to citizens for agricultural activities, including smallholding (except for gardening). The categories of persons eligible for allotment of the aforesaid plots of agricultural land: (a) citizens of the Russian Federation who have reached the age of majority, residing in the Russian Federation; and (b) legal persons registered on the territory of the Russian Federation manufacturing or processing agricultural commodities.
