This Regional Decree enters into force ten days after the date of its official publication.
Résumé

This Regional Decree establishes legal status of nature monument of regional significance "Two Giant Oaks", defines its boundaries and particular protection regime. The objectives of the nature monument are: (a) preservation of wild plant communities; (b) monitoring the state of natural complexes; (c) scientific research; and (d) environmental education. The following activities shall be prohibited on the territory of nature monument of regional significance "Two Giant Oaks": (a) geological study of the subsoil and development of mineral deposits; (b) creation of timber processing infrastructure; (c) clear-cutting of forest stands; (d) cutting of healthy specimens of old-growth trees; (e) activities involving disturbance of soil cover, alteration of the hydrologic regime (excluding activities aimed at conservation, protection and regeneration of forests); (f) construction of infrastructure facilities; (g) construction of trunk roads, pipelines, and other communications, economic and residential objects, not connected with construction of trunk roads, pipelines, other communication lines, economic and residential facilities not associated with the functioning of the nature monument; (h) allotment of land plots for individual housing construction, construction of garden homes, gardening and horticulture facilities; (i) use of natural resources for industrial purposes, including procurement of soft resin, industrial procurement and collection of berries, fruits, seeds, medicinal and technical raw materials; (j) collection of biological collections, except for those carried out within the frameworks of scientific and research activities; (k) collection of fruits, berries, seeds, medicinal and technical raw materials for research activities; (l) activities resulting in disturbance of the growing and living conditions in habitats of flora and fauna species; (m) use and storage of pesticides, oil products, mineral fertilizers, plant protection chemicals, growth stimulators and other harmful substances; (n) passage and parking of motor vehicles outside of existing roads (excluding cases related to compliance with the parking of motor vehicles outside existing roads (excluding cases, connected with fulfillment of forest management arrangements (reforestation, fire prevention, forest protection) and biotechnical measures); (o) arrangement of resting places, bivouacs, tourist parking lots and campfires; (p) disposal of industrial and domestic waste; (q) destruction and damage of flagpoles, barriers, posts, boundary poles and other informational signs, equipped ecological trails and recreation areas; and (r) other activities that result in disturbance of the integrity of nature monument.
