The regulations establish a certification authority at national level, the Directorate and follows by listing its tasks, among which are inspections and controls during the certification phases, which can also be carried out in collaboration with other scientific institutions. The certification phases are described in regulation 6. Regulation 7 classifies the propagation material while the 8 regulates the acquisition of the primary source and the registration procedure. Further on, the regulations describe the phase of conservation for pre-multiplication, its functions, the material object of the conservation and the location where it is conducted, the multiplication phase and the nursery activity. Article 15 requires official certificates in the form of labels to accompany the certified propagation material and regulation 16 derogates to the revision of the the regulations in admitting plant material from any Member State to be submitted to the national certification scheme.
