Regulation 3 sets out the Composition of the National Plant Protection Advisory Committee (NPPAC), whereas regulation 4 specifies its functions. The NPPAC shall have sub-committees as specified in regulation 6. Regulation 10 and 11 concern qualification and disqualification of inspectors. Regulation 12 lists of pints of entry. The second part of these Regulations deal with pest control. The Pesticides Approval and Registration Technical Sub-committee has its composition and functions defined in this part (regs. 16 and 17. Other provisions of this part regulate the importation of pesticides (reg. 18), and their registration, testing and certification, labelling, use, etc. (regs. 19-25). Regulation 41 defines the tasks of the Biological Control Agents Sub-committee and subsequent provisions regulate importation of biological agents. The third sub-committee of the NPPAC is the Plant Quarantine and Phytosanitary Matters Sub-committee (regs. 46-47). Procedures and conditions for the importation of (high risk) plants or plants products are outlined in regulations 48 to 57. Regulation 54 provides for quarantine. The last part concerns the Pest Control Sub-committee and its functions. Outbreak of pests shall be reported to authorities under regulation 62.
