If harmful organisms are found on plants, plant products or nutritional substrates circulating within the common market, and if there is a risk of spreading of such organisms, the competent controlling authorities shall order their seizure. The text consists of 11 articles divided into 3 Parts as follows: General provisions - sphere of application and proceedings (1); Official measures according to the third Part of the Plant Protection Act 1995 (2); Official measures according to the fourth Part of the Plant Protection Act 1995 (3).
