It specifies that plants falling under certain risk categories must be reported to the relevant authorities at least one working day before arrival in Germany. If there is a suspicion of a harmful organism's presence or potential introduction, the competent authority can impose restrictions, such as prohibiting importation or requiring decontamination. The Julius Kühn Institute conducts risk analyses to determine the potential impact of these organisms and inform regulatory decisions. The Regulation further provides for control of packaging material made of wood; risk inventories; and export and transportation.
