The key objectives of this Regulation are to prevent the introduction and further spread of injurious insects, pests, and diseases into the Republic; provide procedures and conditions to ensure the safe movement of plants and animals and plant and animal products into and out of the Republic of Nauru; and to fulfill international obligations to prevent the movement of pests in international trade and traffic. Part II sets forth provisions on the official point of entry; requirements for all persons entering the Republic; notification of the arrival of regulated material under these regulations; availability of documents, manifests and conveyance movement information; the authorities of the Chief of Quarantine; language of documents and labelling of goods; inspection and treatment of any conveyance arriving from overseas; keeping the imported plants, plant materials, animals, animal products and/or goods in quarantine; removal from quarantine; sampling and testing; procedures for the Plant and Animal Quarantine Entry Permits; seizure and destruction of imported plants, plant materials, animals, animal products and/or goods carrying or suspected to be carrying pest; quarantine forms and documents for the safe import into the Republic and export from the Republic of plants, plant material, animals, animal products and goods; quarantine screening of live plants and live animals; terms and conditions for the declaration of national quarantine emergency; and emergency measures for the eradication/control of a quarantine pest. Part III lays down the designation, authorities and duties of the inspectors. Part IV sets forth provisions on plant quarantine, including the entry of fresh fruit and vegetables, and live plants for propagation; import of seeds; timber; and stored dried food products. Moreover, Part VI lays down the minimum conditions to be applied to live animal importations and Part VII sets forth specific conditions for the entry of animals and animal products, including the import of cattle, sheep, goats, poultry, as well as dairy products, meat, eggs and honey. Part IX sets forth provisions on the export and re-export of plants, plant materials, animals and animal products. Offences and penalties for the breach of this Regulation are specified according to the Quarantine Offences under Section 27 of the Agricultural Quarantine Act 1999.
