This text entered into force on the day of its publication in the Official Gazette (published on 27 July 2021).

Résumé

This Programme, based on the provisions of the Montenegrin Law on plant health protection, Law on genetically modified organisms, Law on agricultural plant seeds, Law on planting material, and Law on plant nutrition products, determines measures for: performing activities of public interest for plant health; plant protection products; plant nutrition products; agricultural plant seed and planting material; GMO; plant genetic resources; laboratory tests; business holders and the manner of performing related activities. The goal of this Programme is: stable health status of plants on the territory of Montenegro, prevention of introduction, timely detection, control of the occurrence and spread and eradication of harmful organisms of plants, plant products and objects under control, in a timely, proper, successful and rational implementation of phytosanitary measures in practice, prevention or reduction of yield losses in crop production and creation of necessary preconditions for preserving plant health as a key factor for sustainable and competitive agriculture, but also environmental protection. This text creates preconditions for harmonization of plant health with EU requirements, which relate to obtaining and maintaining the health status of certain harmful organisms on the basis of which Montenegro may issue international certificates on ealth status of plants for export (phytosanitary certificates).
