In particular, it introduces the Council Directive 96/59/EC of 16 September 1996 on the same subject into German national legislation. The purpose of the said directive is to control the disposal of PCBs, the decontamination or disposal of equipment containing PCBs and/or the disposal of used PCBs in order to eliminate them completely. Article 4 of the present Ordinance establishes that the holders of PCB have to notify the competent authorities of the quantities which they hold and of any changes in this respect.
