This Order shall be applicable to all legal persons and individual entrepreneurs carrying out transactions involving grain. The authorized state institution for testing of grain shall be the State Grain Inspectorate. Grain and derivates thereof shall be considered poor quality or hazardous if it: (a) is not in compliance with normative requirements; (b) has evident signs of poor quality; (c) does not have a food quality certificate; (d) does not meet quality attested by certificate thereby arousing reasonable suspicion of fraud; (e) does not have a specified expiration date; or (f) does not have a label. Poor quality and hazardous grain and derivates thereof shall be subject to withdrawal, testing, recycling or destruction.
