In particular, the Regulations deal with the need for a permit in order to operate an offshore combustion installation covered by the Regulations. The Regulations establish procedures for granting permits, the publication of the grant of a permit and also the making of provisions for the variation, reconsideration and updating of permit conditions and provisions for the revocation, surrender and assignment of permits. The Secretary of State is required to maintain a public register of the provisions of permits and of certain information required to publish applications for a permit. The Regulations also provide for, among other things, enforcement and prohibition notices, transboundary effects, environmental plans and inspections, notification by operators and offences and penalties.
