"Parks" are means a National Park or National Marine Park described in Schedule I of this Act. The Governor in Council may, by proclamation, amend Schedule I by adding to any park described therein lands described in the proclamation where the Governor in Council is satisfied that conditions set out in section 3 exist. The administration, management and control of the parks shall be under the direction of the Minister of Canadian Heritage. The Minister shall, within five years after the proclamation of a park under any Act of Parliament, cause to be laid before each House of Parliament a management plan for that park in respect of resource protection, zoning, visitor use and any other matter that the Minister considers appropriate (sect. 5). The Minister may authorize persons of designated classes to engage in traditional renewable resource harvesting activities in any of the National Park specified in section 7. The Governor in Council may authorize the Minister to acquire otherwise than by expropriation any lands or interests therein for the purpose of enlarging a park or establishing a new park and to purchase, expropriate or otherwise acquire any lands or interests therein for other purposes. Remaining provisions of this Act prescribe offences, penalties, and measures of enforcement.
