Résumé

These Regulations, made under section 34 of the National Environmental Standards and Regulations Enforcement Agency (Establishment) Act, 2007, provide for issues of environmental sanitation and all categories of wastes. The purpose of the Regulations is the adoption of sustainable and environmentally friendly practices in environmental sanitation and waste management to minimize pollution. The Regulations provide general rules on cleanliness and environmental sanitation. It vests obligations on institutions, owners of premises to provide portable water supply, lavatories, ensure regular maintenance of the structure, among others. Specific obligations on environmental sanitation are also vested on persons who generate waste, households and dwelling units, etc. The Regulations provide extensively for wastes control, including solid waste control, effluent discharge, hazardous wastes, health care wastes, etc. The Regulations contain penal provisions with some steep penalties for individuals or corporate bodies who breech any provisions of the Regulations.
