It also requires the city council to establish a Planning Tribunal for its municipal area. The City may, when approving an application for subdivision, require the applicant to establish an owners’ association for an area determined in the conditions of approval. If the City considers it necessary, a stormwater impact assessment and/or stormwater management plan may be required in conjunction with a site development plan, the extent of which shall be determined by the City depending on the magnitude of the development.
