Résumé

This Ministerial Decision defines the necessary institutional framework for the implementation, management and monitoring of the ecological programmes for livestock management, in compliance with the provisions of article 31 of the European Regulation (EU) 2021/2115 of the European Parliament and of the Council. These ecological programmes contribute to the following specific objectives of the Common Agricultural Policy: mitigating climate change, reducing greenhouse gas emissions, promotion of sustainable development and the effective management of natural resources. The Decision provides for: designation of beneficiaries; implementation of programme for movement of cattle, sheep and goats from degraded pastures in the mountain areas, in order to prevent overgrazing and to ensure environmental management of livestock production; rights and obligations of farmers; maximum amount of incentives; implementation of programme for improving nutrition level of medium and good condition pastures, with appropriate enrichment of the feed rations, in order to reduce greenhouse gas emissions in ruminants; penalties.
