Résumé

This Ministerial Decision defines the necessary institutional framework for the implementation, management and monitoring of the ecological programmes for climate, environment and animal welfare, in compliance with the provisions of article 31 of the European Regulation (EU) 2021/2115 of the European Parliament and of the Council. These ecological programmes aims at: reducing greenhouse gas emissions and promoting renewable energy use; improving sustainable development and management of natural resources; reversing the loss of biodiversity, strengthening ecosystem services and protection of habitats. The Decision provides for: establishment of governing bodies and competent authorities; designation of beneficiaries of ecological programmes, and of the farmers entitled to receive incentives; implementation of a programme for improving crop cover practices and enhancing biodiversity; farmers’s rights and obligations; use of fertilisers and plant protection products; implementation of a programme for implementing circular economy and improving agricultural extension.
