These Measures are formulated iin accordance with the provisions of laws and regulations such as the Land Administration Law, the Implementation Regulations of the Land Administration Law, and the Interim Regulations on the Transfer and Transfer of Urban State-owned Land Use Rights, aiming to to standardize the transfer of state-owned land use rights, optimize land resource allocation, and establish an open, fair, and just land use system.
