Article 2 specifies acts that are prohibited. It shall be the primary responsibility of the National Pollution Control Commission to promulgate national rules and policies governing marine pollution, and to issue the appropriate rules and regulations upon consultation with the Philippine Coast Guard, who may issue its own rules in accordance with rules of the Commission. The rules and regulations issued by the Commission or the Coast Guard shall not include deposit of oyster, shells, or other materials when such deposit is made for the purpose of developing, maintaining or harvesting fisheries resources and is otherwise regulated by law or occurs pursuant to an authorized government program. The Philippine Coast Guard shall have the primary responsibility of enforcing the laws, rules and regulations governing marine pollution (sect. 6). Section 7 prescribes offences.
