This Law enters into force after its official publication.
Résumé

This Law regulates the principles and goals of youth policies, areas of state participation in the affairs of the youth sector, as well as requirements for subjects involved in youth policy. The scope of this Law is to ensure the creation of opportunities for participation and comprehensive development of youth for the purpose of their active participation in all manifestations of life through integration and full participation, access to information and quality educational, medical and socio-economic services. National Youth Council shall be intended representative and autonomous non-governmental and apolitical body composed of youth and youth organizations whose main goal is to represent the interests of young people in development and implementation of public policy. Youth policies shall be intended a set of principles, goals and activities, carried out by public authorities aimed at improving conditions for well-being, active and full participation of young people in the life of society, personal and professional development of youth. This Law applies to: (a) persons aged 14 to 35 years; (b) young families; (c) central and local public authorities, subordinate to them institutions, organizations and services; (d) commissions on youth policies; (e) youth workers; (g) youth organizations and organizations working with youth; (h) youth centers; (i) local youth councils; (j) informal youth associations; and (k) youth service providers. The state stimulates youth entrepreneurial initiatives through: (a) improving the regulatory framework that ensures the use of entrepreneurial potential of youth; (b) supporting the initiatives of young entrepreneurs through the development of programs expanding their economic opportunities; and (c) developing and improving social entrepreneurship programs. This Law contains VI Chapters divided into 20 Articles. Chapter I lays down general provisions. Chapter II establishes areas requiring state participation for youth support. Chapter III determines state institutions responsible for youth policy and establishes powers thereof. Chapter IV establishes non-commercial youth structures. Chapter V regards work with youth and competent personnel. Chapter VI lays down final and transitional provisions.
