Résumé The state policy in the field of environmental protection is aimed at ensuring the priority of ecological interests of the society with the consideration of scientifically substantiated combination of economic and other activity with solicitous care for nature, its wealth, and rational use of natural resources and guaranteed protection of human right to healthy and favourable environment. In the process of carrying out economic, administrative and other activities producing environmental impact local executive bodies, legal and natural persons shall be guided by the following principles: 1) conservation of sustainability of biosphere and its ecosystems; 2) scientifically substantiated combination of ecological, economic and social interests of society; 3) ensuring real rights of citizens to favourable environment; 4) observance of environmental legislation and liability for the violation thereof. Land, subsoil, water, forest vegetable kingdom and wildlife, atmospheric air, climate and ozone layer shall be subject to protection against damage, annihilation, pollution, exhaustion and other non-rational use. The Law consists of 12 Sections composed of 42 articles. Section 1 (arts. 1-6) lays down general provisions. Section 2 (arts. 7-10) introduces economic arrangements for ensuring environmental protection. Section 3 (arts. 11 and 12) regards normative, technical and metrological substantiation of environmental protection. Section 4 (arts. 13-15) regards state environmental audit. Section 5 (arts. 16-20) establishes ecological requirements for economic and other types of activity. Section 6 (arts. 21 and 22) classifies protected areas and objects. Section 7 (art. 23) regards environmental disasters. Section 8 (arts. 24-26) regards environmental inspection. Section 9 (arts. 27-31) ensures the rights of the citizens to favourable environment and the participation of the population in environmental protection. Section 10 (arts. 32 and 33) regards education and research. Section 11 (arts. 34-41) establishes liability and regards dispute settlement. Section 12 (art. 42) regards international agreements.
