Résumé This Decree-Law establishes the First amendment to Law 26/2013 of 11 April, which regulates the distribution, sale and application of pesticides and their adjuvants for professional use. In addition, it defines the procedures for monitoring the use of phytopharmaceutical products, transposing EU Parliament Directive 2009/128 and the Council of 21 October 2009 on the framework for Community action to achieve a sustainable use of pesticides. Amendments deal with the following aspects: authorization of the DGAV, under the competent DRAP, which carries out the investigation and draws up a proposal for a final decision to be sent to the DGAV, indicating the pesticide for which authorization may be granted, giving indication of the preferential periods for application. Face a plant health hazard posing a risk to agriculture, forestry or natural environments, preference should be given to phytopharmaceutical products whose use is permitted in organic production or low-risk plant protection products or which have a low toxicological hazard and environmental standards and which do not require any severe risk to man or the environment.
